June 14, 1985: presentation of the White Paper by Jacques Delors
Just appointed President of the Commission, Jacques Delors presents to the leaders of the Member States 310 measures intended to complete the single market. Indeed, despite the opening of borders, numerous administrative and regulatory obstacles still prevent total freedom of movement of goods. Delors is convinced that the disappearance of the last barriers to trade will revive economic growth in Europe. It is set until December 31, 1992 to achieve this. The Community will now live to the rhythm of “objective 92”.
